Agentic LLM Workflows

Agentic LLM workflows combine sequences of model turns with tool interactions. Their end-to-end completion time therefore depends not only on inference speed, but also on when turns that are ready for execution are released.

This release timing matters when multiple turns contend for processing. A workflow-level scheduling policy can choose among ready turns before they are submitted, but its ability to reorder work changes once those turns have been released.

Eager Release Policy

Most runtimes release each turn immediately when it becomes ready. Under contention, this eager release policy can cause released but unfinished work to accumulate.

Once turns have been submitted, the workflow-level policy can no longer reorder them. The growing amount of committed but incomplete work can consequently increase tail latency. The scheduling problem is therefore not limited to selecting which ready turn should run next. It also involves controlling how much work has already been released while remaining unfinished.

Separating readiness from submission preserves a decision point between a turn becoming available and that turn being committed. The proposed approach uses this separation to manage the accumulation associated with immediate release.

Tail-Risk-Aware Scheduling

The paper presents a tail-risk-aware turn release scheduling method. It jointly decides which ready turn to release next and how much released but unfinished work to maintain.

These two decisions address both submission order and the volume of outstanding submitted work. Rather than automatically releasing every ready turn, the scheduler controls the amount of unfinished processing left after submission while choosing the next turn.

The method uses a mean–Conditional Value-at-Risk objective to capture the evolving tail risk of unfinished work. By limiting the buildup caused by eager release and retaining control over ready-turn ordering, the proposed scheduler enables lower tail latency for agentic LLM workflows during contention.

Poko and TECH Dashboard's own TECH Guide discuss the article's highlights in an AI-generated conversation based on its summary and collected source details.

So instead of submitting every turn immediately, it controls both the order and the unfinished workload. Is that a big shift?
The paper frames it as a shift away from letting work pile up and become impossible to reorder under contention. The goal is lower tail latency.
What does a “mean-CVaR objective” actually mean?
It’s a scoring rule that considers both the average and the risk of especially bad slowdowns. The authors use it to track the changing tail risk of unfinished work.
If my tool-using AI tasks overlapped, I’d want them queued intelligently instead of rushing everything in at once!
That matches the contention scenario here. But the method specifically controls turn submission in workflows where model turns and tool interactions alternate.
